Sea air leaves a film on solar panels, and a dirty panel isn't doing the job you paid for. I clean panels carefully, without scratching the surface or disturbing the wiring. On metal gutters near the beach I also keep an eye out for rust starting at the joins. This close to the ocean, I suggest cleaning them every 6 to 12 months.
When it storms here, the downpipes do the work.
This stretch of coast is known for storm damage. A gutter can be spotless and still overflow if the downpipe under it is packed with leaves, so I clear the downpipes on every job and make sure water is running through before I leave.
