There are two Chatswoods. One is the towers around the station and the Pacific Highway. The other is the streets of houses that run out towards Roseville, Castle Cove and Willoughby. Two in three homes here are apartments, but there are still about 2,660 separate houses, and every one of them has gutters.
What you need from me depends on which Chatswood you're in.
You most likely have a tree over part of the roof, yours or next door's. Willoughby City Council lets you prune up to 10% of a tree's crown over five years without a permit, and it won't approve removing a tree just because its branches hang over a boundary. In practice the leaves keep coming, and cleaning the gutters on a regular cycle is the fix. For a house under trees I recommend every 6 to 12 months.
